Today, I have to write the most significant announcement.
JICE/MTEC will dissolve organization due to the lose
competitive tender to implement JICA training course.
So, this mailing list and MTEC web, MTEC face book, MTEC
blog, MTEC YouTube also will close sooner.
I don`t know what I have to saying now,,,.
But, I really appreciate your substantial contribution and
cooperation to our training course.
Me, Maekawa and Tokumura, Nishimura, three of us will
shifting to JICE Tokyo or JICA somewhere as office clerk!?.
Kyuna san lost job now, but Nana san will contract new
company for operation to JICA training course instead of
JICE/MTEC team.
I have been working OIC training course since 1988, 23
years. I`m really sad and disappointed what we can`t
continue this job.
But, I think it`s time to farewell to training,,,.

Finally, I hope to keep in touch my individual relationship
to you all even if MTEC disappeared.

All the way from Botswana!!

Current Situation of MTEC/AVT as of May 13
Dear former participants of MTEC & AVT,
Hello, this is Tom Maekawa, Chief Instructor of MTEC, JICE Okinawa Office in OIC.
How are you doing? I’m sorry that I’ve not written you for a long time.
But I certainly heard or read how hard you’ve been working in respective countries. I’ve been glad and proud of you.
It is needless to say that the dissemination of the Internet has shortened the distance between us, MTEC/AVT family in the world.
For an example, an incident which occurred somewhere in the world several minutes ago can travel all over the world in a moment via an e-mail, e blog, facebook, Picasa or Youtube. And the technology enables us to discuss it with someone in the world.
Now, let me make an important announcement about the continuity of MTEC/AVT.
Some of you may already know, but here are the situation of MTEC/AVT as of today.
-JICE Okinawa Office (the administrative office of MTEC/AVT) will be closed on December 31st, 2011.
-Most employees under JICE such as training coordinators, administrative staff, part of MTEC staff will be transferred to JICA/OIC.
-Due to the close of the office, JICE will not take part in bidding for MTEC training in and after this fiscal year (2011) -For the fiscal year 2011, the number of MTEC training courses will be decreased from 4 to 2, namely “Digital Video Production” and “IEC”
courses.
-JICA/OIC is planning to have bidding for “digital video course” and “IEC course” probably in July.
-NHK (Nippon Hoso Kyokai, meaning Japan Broadcasting Corporation, Japan’s national public broadcasting organization) has been showing its interest in operating DVP and IEC courses.
-NHK has asked JICE to work together as a JV, but JICE has shown reluctance about the idea.
-NHK may recruit some MTEC staff to implement the training courses.
-Some dealings may be starting soon.
Let me confirm that JICE made a decision NOT to operate any training courses in JICA OIC. And NHK may start headhunting of MTEC staff, since NHK is interested in implementation of DVP and IEC courses.
That is all for now. I feel sorry if I made you worried, but I promise that I will inform you our situation if I get to know anything further.

10iec(b) is over
10IEC(B) had the Closing Ceremony today.
No matter how long I've worked in OIC, I never get used to the moment of parting.
At the end of the ceremony, Ms. Almas from Pakistan made a speech.

On behalf of my fellow participants, it is my proud privilege to extend a very hearty vote of thanks to all the parties involved throughout the process of conducting the training program on “Information, Education and Communication in Health Sector”
The purpose of this training was to enable us with such skills and knowledge to conduct IEC activities in health sector effectively and efficiently.
After undergoing through this experience, we consider this as a great and successful effort made by JICA of organizing such a hands-on training program for us. We are grateful to Government of Japan, our concerned Governments of Botswana, Gautemala, Namibia, Pakistan, Samoa, Tanzania and also JICA for selecting us for this training opportunity. We are particularly thankful to Okinawa International Center for organizing this training program successfully.
We would like to acknowledge our gratitude, to Director MTEC Mr. Tomoyasu Maekawa and our course leader Ms. Naoko Nakama for excellent flow of conducting the training which in fact was effective to achieve the program objectives. The training was based on the principles of “hands on training”, learning by doing and quality of the delivery was excellent which was directly matched with identified objectives.
We would also mention about the tiring efforts of our instructors Mr. Shuji Nishimura , Mr. Tomoaki Tokumura, Mr. Kenji Kiyuna , Ms. Yuka Nakayama and external faculty for providing excellent “learning by doing” guidance throughout the training. Without their valuable contribution, we may have not been able to have knowledge and skills according to the requirements of the training course.
Ladies and Gentlemen: We would like to take this opportunity to place on record our heartiest thanks to our coordinator, Ms Miyako Oshiro for her enormous cooperation in the organization of each and every event, guidance and care extended to all of us at every step throughout our stay in Okinawa.
We must mention our deep sense of appreciation for city government officials of Uraso City for their warm welcome, the organizations where we visited during our observation tours e.g. Ikebukuro Health Center & AIDS Center, JOICEP, National Institute of Public Health, Tsukishiro Health center, Nanjo City Health Center, Ishmine Primary school and Ohama Dai-ichi Hospital the for sparing their time, explaining about their IEC activities and making important explanations for us.
We have been fortunate enough to be together with a team of very motivated and dedicated colleagues. Having opportunity to share experiences, thoughts, gathering new knowledge from each other, and developing our competencies. Our collective effort was to achieve targets, towards our goal.
We would like to convey our heartiest thanks to the people of front desk A & B who always welcome us with smiling faces and provide solutions of our problems during our stay in dormitory. I was browsing "JICA's World", JICA's magazine, Vol. 30 of March 2011 when I found the special article on Marshall Islands. There was a column introducing JICA's acitivities there, and I found this!!!

Messages after the earthqueka and tsunami 6
Here are the mails MTEC received after March 16.
One month has passed since occurrence of the earthquake and tsunami.
The Tohoku (northeastern) area is still in danger of afterquake and the series of nuclear plants threats.
The restoration has started, though, there are enormous roadblocks in front of us.
In the time of hardship, we, the citizens of Japan, appreciated the warm thoughts and prayers from you.

This is my message of good will to all the Japanese people. May the good Lord who knows how to comfort and wipe out all the sorrows; see you through these painful and trying moments.

Thank you for the enormous updates. Am sure you must be over 1800km from Fukushima, but i tell you you are closer than us... so this information is important to us MTEC family. Knowing you are well down in Okinawa is a peaceful delight to our hearts. Most of my friends from Main land Japan are ok but i havent heard from a few (including Fujita san) and am a little bit worried. My prayers are with you that you shall overcome this tragedy and with peace that surpasses all understanding at this time of great catastrophe. As a matter of fact the few times have been in Okinawa i used to feel some seismic waves resulting from mere tremors... i can only imagine how tragic this 9.0 magnitude and Tsunami can be. Be all well Nana san and and may God bless Japan.

It is the most trajic desaster occured on our Japan. I do not understand why the Almighty God protect the people that do and invest for welbeing of third wold world citizens.
Anyway, my deepest grief for those who are affected by the earthquack and Sunami.
I hope Okinawa is still OK according to the international media.

Dear Alumni members,
We are doing all right.
After the earthquake, we were facing a cascade of accumulating problems.
The grave concern is the fear of radioactive releases.
The Japanese government established 20-km evacuation zone and 30-km stay-indoors zones around the nuclear station.
These zones hinder rescue mission and force bodies remain unclaimed. Sadly speaking, this situation doesn't draw attention because few TV or press crew would enter the zones.
However, infrastructures and transportation systems are being recovering in some area.
The Japan has received supportive message from all over the world. That is very encouraging to us.
We received many message from you people. That make us positive mind.

Although the disaster of March 11, was a big loss to the Japanese people, but I found some excellent things through our media, which are remendous. For example, the way the people of Japan cooperated with each other and remained disciplined. This gesture of integrity, generocity & harmony is the asset of the Japanese people only.
One of our analyst on TV channel called the japanese "What a Great Nation".
This compliment was very pleasing for me as being a former participant of JICA.
We all are proud for having relation to such a great nation of Japan.
So, don't worry about these hardships...Because You are Great in the world.

Greetings from Okinawa.
As you already know, the whole nation of Japan has been in deep sorrow and hardships due to the March 11 earthquake and tsunami, followed by the accidents at nuclear power plants.
Okinawa has had no direct damage, but MTEC and OIC have been affected by them such as re-arranging of return flights so as to avoid the airports in Tokyo area, and change of the visiting organizations during observation tours.
From right after the event until now, MTEC has received large numbers of condolence and encouraging messages to our alumni mailing list or Club MTEC on facebook. MTEC would like to express sincere appreciation to you for the sympathy and support.

Dear Alumni members,
We are doing all right.
After the earthquake, we were facing a cascade of accumulating problems.
The grave concern is the fear of radioactive releases.
The Japanese government established 20-km evacuation zone and 30-km stay-indoors zones around the nuclear station.
These zones hinder rescue mission and force bodies remain unclaimed. Sadly speaking, this situation doesn't draw attention because few TV or press crew would enter the zones.
However, infrastructures and transportation systems are being recovering in some area.
The Japan has received supportive message from all over the world. That is very encouraging to us.
We received many message from you people. That make us positive mind.

Although the disaster of March 11, was a big loss to the Japanese people, but I found some excellent things through our media, which are remendous. For example, the way the people of Japan cooperated with each other and remained disciplined. This gesture of integrity, generocity & harmony is the asset of the Japanese people only.
One of our analyst on TV channel called the japanese "What a Great Nation".
This compliment was very pleasing for me as being a former participant of JICA.
We all are proud for having relation to such a great nation of Japan.
So, don't worry about these hardships...Because You are Great in the world.

Greetings from Okinawa.
As you already know, the whole nation of Japan has been in deep sorrow and hardships due to the March 11 earthquake and tsunami, followed by the accidents at nuclear power plants.
Okinawa has had no direct damage, but MTEC and OIC have been affected by them such as re-arranging of return flights so as to avoid the airports in Tokyo area, and change of the visiting organizations during observation tours.
From right after the event until now, MTEC has received large numbers of condolence and encouraging messages to our alumni mailing list or Club MTEC on facebook. MTEC would like to express sincere appreciation to you for the sympathy and support.

Since March 11 (Friday), I have been deeply moved by the e-mails from you.
From home, I could not reply any, though I could receive.
The distance from the area to Okinawa is approx. 2000km, so very slight affect by the quake.
But the damages there are still unknown, even worse, the radiation from the nuclear power plants are estimated to spread.
We (local residents in Japan and Okinawa) also want the real information.
One sure thing is that the number of damages will increase as time goes by.
Japan will revive, though it may take long time.
In the process, your warm messages and prayers will great encouragement for us.

The earthquake had demolished roads. The tsunami had washed away thousands of homes. The toll of dead and injured has been rising.
Worse situation is, although it is partial but meltdown of nuclear cores at power plants. This situation forced scheduled power shutdown in Tokyo.

The following is a description of my thoughts and feelings relating to the earth quake in Japan. I also want to extend only the warmest and most intense wishes of good for the magnificent land of the rising sun.
Japan is a friend to the entire world and. I am disheartened and fearful as a result of what has transpired in this great and honorable land. I have always wanted only the best of good fortune for the kind and generous people of Japan.
Japan has moved forward and progressed more rapidly than any other nation in the world and in history. This causes all Asians to be proud. It is very remarkable that Japan while accomplishing these great feats preserves its wonderful culture, spirituality and honor.
The earth quake in Tokyo last week shows that bad luck is random and chaotic. Misfortune targets the good and the bad peoples of the world equally. I know this because Japan is one of the last country on our planet that deserves to endure such a catastrophe.
I have tried to express my distress over what has transpired to a strong, noble, good people and express my sense of misgiving at something so unfair and unjust happening in the world.

You're right. Japan is a strong nation and will recover soon from those disasters, we all hope. We're sending all of our energies to you, our Nihonjin sisters and brothers, althought it may not be enough.
Another issue to worry about is, as Nana San and Toku San said before, is the meltdown of the nuclear power plants at Fukushima. Let's hope it will be comptrolled soon, too. I've been checking for news about this but I've found little information.

Japan is a friend to the entire world and. I am disheartened and fearful as a result of what has transpired in this great and honorable land. I have always wanted only the best of good fortune for the kind and generous people of Japan.
Japan has moved forward and progressed more rapidly than any other nation in the world and in history. This causes all Asians to be proud. It is very remarkable that Japan while accomplishing these great feats preserves its wonderful culture, spirituality and honor.
The earth quake in Tokyo last week shows that bad luck is random and chaotic. Misfortune targets the good and the bad peoples of the world equally. I know this because Japan is one of the last country on our planet that deserves to endure such a catastrophe.
I have tried to express my distress over what has transpired to a strong, noble, good people and express my sense of misgiving at something so unfair and unjust happening in the world.

You're right. Japan is a strong nation and will recover soon from those disasters, we all hope. We're sending all of our energies to you, our Nihonjin sisters and brothers, althought it may not be enough.
Another issue to worry about is, as Nana San and Toku San said before, is the meltdown of the nuclear power plants at Fukushima. Let's hope it will be comptrolled soon, too. I've been checking for news about this but I've found little information.

As you all know, the country of Japan has been suffering the catastrophic event by the earthquake(s) and tsunami(s) since the afternoon of March 11 (Fri).
The damage is still not revealed yet, moreover, the threat by the following accidents in a nuclear plant.
Here, I would like to past all messages we have received you.
It may take some or many posts on this blog, but I would like to post all no matter how long it takes me, because I've been deeply touched by your warm and kind words.

This was the message arrived on my mobile phone after 1.5 hours after it.
It occurred at 14:46 (JST) on March 11, 2011.
I got to know about it by the mail from Mrs. Maekawa. We turned on TV, and saw the tsunami real time.
Without knowing who it was from, I replied.
thankx okinawa is OK. but northern JPN is disaster. BTW who r u? nana
I could not keep my eyes on TV, so dashed to my PC to check e-mail to find:

We are alright here in Okinawa. The quake occurred northern part of Japan, then almost all transportation system are suspended.
Unique thing was that we could see Tsunami almost real time on TV. It is terrible disaster. Many casualties are reported.

Yes, as Tokumura san wrote, Okinawa is fine. Only low tsunamis, but not serious at all.But the situation in mainland Japan is just terrible. The earthquake still continues to occur.Many people of that are staying at shelters tonight. And more than 200 people found dead, and many more remain missing.Thank you for your concern, again.Due to the technology, we can observe what's goind on there.How those Tsunami move to the land and attacks could be shot and on aired.Almost real time.But inspite of technology, we human being are just trifles in front of nature.Please forward this message to MTEC alumni.

Here we go!
The training of "Information, Education and Communication (IEC) in Health Sector" (B) for JFY2010 has started.
The 6 participants from 6 different countries have arrived on 11 or 12 January.
The actual training started yesterday on 17.
As the first class activity, we went to nearby Starbucks in San-A Kyozuka to buy the class mag (or tumbler).

Happy New Year and Welcome!
MTEC new participants were welcomed by a traditional event of mainland Japan, Mochitsuki (rice cake pounding).
Blessed by a warm and good weather, all participants had a great time.
Two MTEC participants were on the local paper on January 14, namely, Mr. Evan of 10Kumadai (or 10isd) from Fiji and Ms. Kolisi of 10iecb from Samoa were in the photo.

Reunion in South America (Uruguay)

Dear MTEC family,
Greetings from Uruguay, South America.
I´m a former OIC participant (DVP07).
During MTEC course, I became very good friend of some other participants.
Does this situation sound familiar to you?
After three years of coming back home, I still chat daily with them and consider their friendship as a treasure.
Last week we met again. David san (from Ecuador) and Martin san (from Argentina) came with their wives to visit my country and spend some time together again. We were able to feel again that close friendship we achieved in Japan.
But this is not only about taking dinner and talk a lot. This is also a chance to refresh and share knowledge.
What's the good thing about knowing new people at OIC? In my opinion, the chance of exchange ideas, strategies and different approaches to present issues in your own country.
We take this chance as an open door to keep improving our public work and knowledge, in order to help our people to have a better standard of living.
I encourage new and former OIC participants to create solid links with new international friends, so in the future we will have a stronger net of knowledge to share and help other people to improve themselves, to grow up. That's our aim.
We really feel like a family. We live in the same continent, and speak the same language. But you can make new family members around the world, and feel that family and Earth are the same size.
Thanks to JICA and specially OIC staff for making us feel as home in Japan, and showing that human exchange can be as important as academic knowledge.

Typhoon #7 Kompasu
A typhoon, a tropical cyclone, is approaching Okinawa now. It is called Kompasu.
Because of this, there is no class after 10:00am.
10:00am??
Yes, classes in MTEC start at 9:30am, so it means the session today was just 30min.
Well, I, personally find no meaning to have class for 30 min.
No class never means the participants can go out.
They have to be locked in the dormitory. Though they can move between the dormitory and the welfare building, other activities are banned. Sorry...

The first group training of Japan's fiscal year 2010 started.
It is "Digital Video Production for Dissemination and Enlightenment".
There are five participants from five different countries, namely, Botswana, El Salvador, Thailand, Manmar and Kenya.
The course leader is Nishimura san and the training coordinator is Kiire san.

Farewell Party for 09IEC(B)
09IEC(B) group had their farewell party just by themselves and MTEC/JICE staffs.
There, our big brother and father made a touching speech. I asked for the script.
Here it goes:

CLOSING PARTY 15TH APRIL 2010

MTEC Instructors and Colleagues
I feel honoured to have this opportunity to address this gathering of participants and instructors of IEC (B) in Health Sector 2009. This closing party is crucial because it provides opportunity for us to mutually discuss issues and share experiences with our instructors before we part to our countries.
Let me thank the organisers and sponsors of the course for without them we wouldn’t meet in this room today. Kindly therefore, extend our gratitude to JICA for the investments into our studies in Japan. I would also wish to record our appreciation to JICE particularly MTEC IEC instructors for their diligence and efforts to impart knowledge and skills on us and for the work well done. Some of us have attended several courses on these subjects but surely we have achieved new knowledge and skills during these three months stay. Your methods of facilitation are very fascinating and I think some of us will emulate. At this juncture, I would like to thank my fellow participants for their attendance and active participation for the whole three months.
Ladies and Gentlemen,
This party is timely organised. I say timely because every participant would like to socialise with instructors and also shake hands of fare well with them. Allow me, therefore, to say few things and our feelings about the course and our instructors. I’ll start by telling a very short story!
“A daughter tells her mother how everything is going wrong for her;
She probably failed her Math exam,
In times so sad, a good mother knows just the thing to cheer up her daughter... “I make a delicious cake.” In that moment the mother hugged her daughter and walked her to the kitchen, while her daughter attempted to smile
Her mother asks,
“Sweetheart, would you like a piece of cake?” Her daughter replies, “Sure,mom, you know how I love cake.” The mother prepared the utencils and ingredients,
The mother said, Alright Its ready; “Drink some of this cooking oil.” Shocked, the daughter responded, “What?!? No way! The mother continued; How about a couple of raw eggs?” The daughter responded, “Are you kidding?” “How about a little flour?” “No, mom,responded the daughter, I’ll be sick!”
The mother finaly said to her,
“All of these things are uncooked and taste bad, but if you put them together They make a delicious cake
Dear Instructors,
When we started we were very much worried! 1st of our families we left behind; and second, about the training; whether our expectations would be met, and also about what is that we are learning?
I’m sure you could see every one’s face on the first day when you begun instructions by issuing the Pre-test. Almost, two thirds of participants failed! But as parents you cheered us up and assured us not to worry! Knowing that we love the course as the way the daughter loved the cake, you distributed the Lesson Plan to us. Quickly we perused the curriculum as well the syllabus and on seeing the components and elements of the course, we became shocked! Many of us thought that adult learning does not need that many details. To us the curriculum painted the picture of the cooking oil, raw eggs and the flour. But thank you because even with our signs of not being ready you went on preparing the ingredients to bake the cake from Media literacy to PCM-PDM.
Nana and Naomi san! At times, when you were putting together the ingredients of the cake we were busy with computer monitors! We understand we have exerted too much pressure on your day to day tasks to the extent that we feel ashamed. Our memories are still full of the Tokyo trip where you put aside your role as instructors and coordinators and became more of mothers. In places you had to divide among yourselves to satisfy our personal interests, taking us long trips to other cities. We still remember our visits in Okinawa, in which we placed requests along the way and you would accept and change the route for us to view heritages. To you we feel very much indebted! Nevertheless, without your knowledge we learnt a lot from you! The Team spirit between you two is worth taping. We hope and wish this to continue throughout your working with JICE for the benefit of all future courses.
Tom san, Let us admit that at the beginning we thought we will be lost by your topics and instructions. But as we went along we could see light at the end of the tunnel, that ID and ISD was the cogwheel of the whole IEC course. Thank you for continuing building the cake, for even when we showed you plainly that we were losing interest you went on signalling that without these topics, achievement of our desired objectives will be questionable. Thank you so much for the patience and endurance.
Nashimura and Kiyuna san, we were all anxious to learn more about Digital Photo and Video shooting and editing. Many of us felt, the topics were new, long and hard to grasp. However your way of teaching; calmly, logically, step by step, we finally all got through. But we still feel that we over disturbed you, because each individual participant needed your assistance and assurance even after completion of your topics. So you would rush from one participant to another without a feeling of being tired. We thank you for your diligence, patience and helping hand.
Uramoto san, we have already said a lot about you. We thank you for always remembering us and your readiness to help, even though you’re away from MTEC.
Fumiyo and Yuka, always behind the good work, there people behind the scenes doing the donkey work. Fumiyo you have been behind what we are seeing today as a success! Yuka for these few days we stayed with you have demonstrated your ability to become a very good and unique instructor. To all of you we say keep it up and thank you for your corporation.

Welcome to MTEC
Two gone, but one joined.
